2020-2021 project guidelines

The Canada Fund for Local Initiatives (CFLI) supports small-scale but high-impact projects in developing countries, which align with the six action areas that guide the Government of Canada’s international assistance. The program is directed at projects conceived and designed predominantly by local partners. Projects are selected and approved by the Embassy of Canada in Mongolia.

Thematic Priorities
All projects must align with one of the following CFLI thematic priorities:

  • Inclusive governance, including diversity, democracy, human rights and the rule of law.
  • Gender equality and the empowerment of women and girls.
  • Growth that works for everyone, including women’s economic rights, decent jobs and entrepreneurship, investing in the poorest and most vulnerable, and safeguarding economic gains.
  • Human dignity, covering health, education and nutrition.
  • Environment and climate action focusing on adaptation and mitigation, as well as on water management

Organizations eligible to apply for CFLI Funding

  • Local, national or community-based organization (non-governmental and not-for-profit);
  • Local municipal, regional or national government institution or agency of the recipient country;
  • Local academic institution;
  • Canadian organization (non-governmental or not-for-profit) that is working on local development activities;
  • International or regional organization (non-governmental or not-for-profit) that is working on local development activities;
  • Intergovernmental or multilateral institution, organization or agency working on local development activities;

HOW TO APPLY

  • T The complete application form including the CFLI Proposed Project Budget (excel sheet) must be only emailed to the Canada Fund at: canadafundmn@gmail.com . Applications may be submitted in Mongolian and/or English.
  • Maximum funding amount: CA$50,000 per project.
  • Application deadline: September 21, 2020 at 17:00 hrs local time
  • Project deadlines: Project activities should be expected to commence by November 6, 2020 and be completed by February 28, 2021. Projects spanning two years should be completed by 1 February 2022.
  • All sections of the proposal must be filled out in order to be considered. All proposals must be submitted in Word document format. PDFs will not be accepted.
  • The project proposal must provide detailed information on your back-up plan in case local authorities decide to take stricter measures to prevent the COVID-19 pandemic in Mongolia.

CHECKLIST

Project applications are kept on file at missions in accordance with Global Affairs Canada’s information management policies.
Due to the high volume of applications, only shortlisted candidates will be notified.

ELIGIBLE COSTS
The following costs are eligible within projects for CFLI funding:

  • accounting costs;
  • administrative and overhead costs related to the project (overhead should not exceed 15% of total CFLI contribution);
  • advocacy and lobbying related costs;
  • capital and/or operating expenditures related to the lease and/or purchase and/or building of infrastructure (e.g. office rent specifically relating to the project);
  • internet costs specifically relating to the project;
  • civic education costs;
  • conference and event expenditures;
  • costs of services received by recipients;
  • domestic travel expenses (using low fares);
  • environmental assessment costs;
  • facilities and equipment rental charges;
  • hospitality costs, excluding alcoholic beverages;
  • installation, maintenance, shipping and/or transportation costs, including fuel, computers and communication devices;
  • lease or rental of vehicles;
  • legal costs;
  • miscellaneous expenses integral to the project;
  • outreach, communication and information dissemination costs;
  • publishing costs;
  • radio and television broadcast fees;
  • research-related costs;
  • salary costs relating to the project;
  • security costs;
  • training and capacity building expenditures;
  • translation and interpretation fees;
  • website development and related costs;

The following costs are NOT eligible for CFLI funding:

  • assistance to military or paramilitary organizations;
  • direct fiscal support to a government;
  • core funding;
  • expenses incurred prior to the signing of the CA, or after it expires;
  • nuclear technologies and facilities;
  • gifts;
  • luxury goods;

NEW! GENDER-BASED ANALYSIS (GBA)

In 2017, Canada adopted a Feminist International Assistance Policy to advance gender equality and the empowerment of women and girls as the most effective way to reduce poverty and build a more inclusive, peaceful and prosperous world. In alignment with this policy, a Gender-Based Analysis will be a required element of the CFLI project application process. The purpose of this change is to enhance the gender equality outcomes of the CFLI Program.
A Gender-Based Analysis will require applicants to: a) consider how women, girls, men, and boys are affected differently by the problem their project is aiming to address, including to ensure the project does not cause harm, b) consult women and/or girls in the development of their project proposal, and c) ensure that those views inform the project design.
*Consultations can include, but are not limited to: speaking to women and girls from the local community; speaking to women and other individuals who work for civil society organizations that have worked in the local community; speaking to female and male decision and change-makers, who have knowledge of the local community.

NEW! TWO YEAR PROGRAMMING
Projects spanning two fiscal years (April 2020- February 1, 2022) may be permitted depending on the project objectives and complexity of activities. The total amount of funding will not exceed CA$50,000 whether the projects span for one or two fiscal years.
